Organizational Setting
The Office for Partnerships, Advocacy and Capacity Development (OPC) is in charge of developing and strengthening external partnerships to facilitate delivery on FAO’s mandate; advocacy for gender equality and women’s empowerment; knowledge and capacity for development; and UN relations, including with the other Rome-based agencies.
The Partnerships Unit (OPCP) of the Office for Partnerships, Advocacy and Capacity Development (OPC) is responsible for developing and strengthening partnerships with non-state actors that will help to accomplish FAO’s mandate , including non-governmental organizations, civil society organizations, academia, research and development institutes, the private sector, and producers’ organizations and cooperatives.
The post is located in the Partnerships Unit (OPCP) specifically with the Civil Society Team. The Civil Society Team works to enhance the quality, number and impact of FAO’s relations with civil society organizations (CSOs) at the global, regional and at the national level, and provides the regional and decentralized offices with guidance and advice they may need for successful collaboration with CSOs.

Key Results
Support the development of partnerships with civil society organizations and NGOs in Headquarters and Decentralized Offices
Key Functions
· Identifies, with the appropriate technical divisions, possible collaborations and partnerships with civil society organizations for the fulfilment of the Strategic Objectives, both at Headquarters (HQ) and decentralized levels;
· Provides guidance and support to staff at Headquarters (HQ) and in Decentralized Offices (DOs) on the use of corporate requirements related to partnerships with civil society;
· Elaborates an annual work plan with the priorities and main activities of civil society organizations, which will be aligned with FAO’s Strategic Objectives and programmes;
· Coordinates and monitors all operations and activities related to the Multi-Donor Trust Funds in support of the participation of Civil Society in FAO technical committees and governing bodies;
· Establishes links with different FAO entities and governing bodies, including the Committee on World Food Security (CFS) and other relevant regional and national fora on policy discussions to strengthen partnerships with civil society;
· Contributes to the formulation, implementation and monitoring of Country Programme Frameworks (CPFs) and support country-level actions guided by FAO’s CPFs, assuring the participation and involvement of civil society organizations;
· Identifies opportunities for mobilizing resources to strengthen FAO’s capacity in engaging with civil society and develop relevant funding proposals;
· Develops tools for capacity building among staff in HQ and DO to strengthen FAO’s capacity of partnering with civil society organizations;
· Contributes to the elaboration and execution of the Monitoring and Evaluation system of FAO’s partnerships.
· Participates on multi-disciplinary teams, and/or leads working groups/teams collaborates with other departments and agencies on work groups and committees and promotes best practices;
· Performs any other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
· Advanced university degree in international relations, social sciences, economics, agricultural sciences or any other discipline relevant to the work of the Organization

· Five years of relevant experience in the development of social policies and programmes especially with civil society organizations, social movements and/or NGOs and governments
· Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian

Technical/Functional Skills
· Work experience in more than one location or area of work, particularly in field positions is desirable.
· Extent and relevance of experience related to civil society engagement, NGOs, including experience with multistakeholder platforms in institutional spaces ;
· Knowledge of FAO’s strategy for civil society partnerships is considered an asset;
· Working knowledge of English and ability to draft/edit technical documents clearly and concisely in English is considered a strong asset
· Experience and/or knowledge in resource mobilization with governments;
· Proved analytical skills and ability to negotiate with different stakeholders;
· Extent of relevant experience in working in civil society organizations and/or NGOs at the field level;
