The EIB, the European Union’s bank, is seeking to recruit for its Corporate Services Directorate (CS) – Personnel – Staffing and Development Department (S&D) – Development and Performance Division (D&P) – Learning and Development Unit (L&D) at its headquarters in Luxembourg, a Learning and Development Assistant.
This is a full-time position.
The term of this contract will be 4 years.
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

The Learning and Development Unit is a Center of Expertise focusing on identifying, developing and delivering training activities designed to help staff members become more effective in their work by acquiring, improving, updating or refining adequate knowledge, skills and behaviours, therefore improving their performance, employability and job satisfaction.
The selected candidate will handle administrative and training activities. The post requires flexibility, autonomy and the ability to prioritise and handle several tasks simultaneously, while still exercising a high degree of precision. It also requires the ability to deliver under the pressure of deadlines with direct responsibility for final results and limited daily supervision.
Purpose
To execute administrative and operational duties, coordinate and implement processes and activities in the domain of training, learning and development with the objective of contributing to the efficiency and performance of the Learning and Development Unit as a Center of Expertise.
Operating Network
The Learning and Development Assistant reports to the Head of Learning and Development Unit. S/he works within a team of officers and operational assistants and contributes to the development of a Learning and Development Center of Expertise.
Accountabilities
The Learning and Development Assistant provides general operational and administrative assistance in order to support the entire training process and contribute to the excellence and expertise of the Unit. This includes:
Supports the Head of Unit and L&D Officer(s) with the organisation and delivery of training programmes such as: credit risk programme, banking and finance training, personal and professional development skills training, leadership development programmes, etc.;
Assists the Head of Unit and L&D Officer(s) in coordinating training and development projects such as the on boarding project and other initiatives;
Manages the administration and logistics of specific training: contacts with trainers and EIB employees, enrolment, cancelation, waiting list, attendance, documentation, training rooms, etc.;
Coordinates and input data and calendar updates;
Helps preparing and editing short notes and PowerPoint presentations;
Assists the Head of Unit in organising and following up on internal and external contacts, conference calls, meetings, etc.;
Coordinates the visits of external consultants and trainers (invitation, calendar, access, logistics, training rooms, hotel rooms);
Coordinates, in close cooperation with the Training Center, the use and logistics of training and meeting rooms;
Serves as the first point of contact as regard to the Learning and Development mailbox and helpline;
Takes a cooperative approach within the team and act as a back-up to other operational assistants as required.
Qualifications
Certified secondary level education ideally complemented with a 2-year certification in a relevant field (e.g. human resources, training, social science, etc.);
At least 3 years relevant experience in an administrative environment, preferably within an HR administrative function;
Thorough knowledge of the Bank’s standard office tools in particular Excel, Word, PowerPoint;
Good experience with PeopleSoft, GED, Business Objects would be an advantage;
Excellent knowledge of English and French(*). Knowledge of another EU language would be an advantage.

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank’s working languages.
